Understanding UTC offsets
Time zones are expressed as offsets from UTC (Coordinated Universal Time). London is UTC+0 (UTC+1 during BST). New York is UTC-5 (UTC-4 during EDT). Tokyo is UTC+9 year-round. Some countries use unusual half-hour offsets: India is UTC+5:30, Nepal is UTC+5:45, and Iran is UTC+3:30.

Countries that do not use Daylight Saving Time
Most of Asia (China, Japan, India, Southeast Asia), all of Africa, and most of South America do not observe DST. This means the time difference between these regions and Europe or North America shifts by an hour twice a year. Arizona (USA) and Saskatchewan (Canada) are notable DST opt-outs within their countries.
